There are two ways to create a TWIC exemption memo. If you don't need a TWIC for work than renewing your TWIC is a waste of $125.25.

What needs to be on my TWIC exemption memo?
You need to make sure you include the following information.
- Date
- Your Full Name
- MMC Number
- Exemption Statement: I certify that I do not require a TWIC. I understand that a name-based safety and suitability check could significantly delay the processing of my Merchant Mariner Credential Application.
- Your wet Signature (If you are doing it yourself)
